On the pictures, the sound proofing of the ceiling caught fire quite quickly, my gut feeling is that a lot of tragedies like this could be avoided by having more strict regulations on the fireproofness of the used materials.

And controls of said regulations, I'm pretty sure the kind of sound proofing would not have been legal, had anyone bothered to check
