The loophole for service charges, and union-bargained service charges that distribute those charges unequally, strikes me as a bit rotten. (Maybe it’s necessary for San Francisco politics.)

The only legitimate exemption are fixed-charge fees which are clearly disclosed during the ordering process. Exempting unions, service charges and taxes is arbitrary.
