I actually think this law might have some bad unintended consequences if people are able to recoup fees in earnest. The last thing I think we want is a plane trying to rush off without necessary checks.

Airlines already have a pretty good incentive structure to fly people out on time. Not sure it needs a time pressure on top of it.
