Why do we have too few engineers in the USA?

Because of stuff like this.

A professional engineer's license issued by the state make's you personally, legally liable for your work and the work of others who you supervise. There is no way to avoid this liability. Incorporation has no effect.

Engineers don't get paid nearly enough for this --- which helps explain why there aren't more engineers. The entire system is rigged against them.
