On first glance at this title I was having a really hard time understanding A) how you would generate an x.509 cert with these tools B) Why?

Is the certificate signed somehow? If not you should add that. Perhaps generate a qr-code with the text content in the certificate and a pgp-key the issuer holds.

That seems overkills for a "good job" or "you have completed a course" certificate.
